SALEM, Ore. (AP) — Management of the Oregon State Fair may be changing hands again.

The fair and exposition center functioned as an independent agency until 2006, when lawmakers wanted to wean the operation from tax dollars and put it in the Department of Parks and Recreation, which receives lottery proceeds.

The Salem Statesman Journal reports (http://stjr.nl/13h8fJL) agricultural groups have been unhappy about the move.

One proposal being readied for the Legislature would move the fair to the Oregon Tourism Commission.

But a parks department official says there are also talks about creating a new semi-independent state agency so the fair could get exceptions to state rules on budgeting, contracting, purchasing, and personnel management.
